1. Please describe why you are interested in serving on the Citizens Redistricting Commission.

I would be honored and pleased to serve on the California Citizens Redistricting Commission for a number of reasons. First of all, I have a genuine interest in the well-being of my immediate community, my County, my region, and by extension, of the greater State of California at large. I also have a genuine interest in the redistricting process. I agree with the proponents of Proposition 11 who state that it is a serious conflict of interest to allow politicians to draw their own political districts. In recent elections, nearly all incumbent politicians were re-elected in districts that they had drawn for themselves. As a result, many voters have become disengaged in local politics and disenfranchised with the entire electoral process. Therefore, I am interested in becoming a part of a genuine effort to ensure the full participation of voters in the political process.

In the present political environment, integrity and transparency are two very important notions. The integrity of the electoral system must be upheld. Non-partisan rules of engagement must be employed to ensure fair representation throughout the State of California. Independent voters must know, and be completely assured, that their vote counts for something that they truly believe in. They must know that their vote, as a result of abnormally-shaped district boundaries, has not been deceptively manipulated or gerrymandered to the point of having a negligible effect. In the current process, politicians are indeed choosing their voters instead of voters having a real choice.

Transparency is critically important. The voter must feel confident that he or she is a part of an open and fair process. I would be pleased to serve on a Commission that will draw district lines based on strict non-partisan criteria designed to ensure fair and open representation, with public meetings, forums, workshops, and debates open to scrutiny by the general public and the press.

As a professional Urban Planner, I work with district and jurisdictional boundaries on a daily basis. I can assure the selection panel that I am exceptionally qualified to serve on the California Redistricting Commission. I have a strong background in geography (Master of Science degree), urban studies/planning, demography, cartography, graphics, the history of map-making, statistical methods, quantitative analysis, computer-assisted drafting (CAD), and geographic information systems (GIS).

In addition, I consider myself to be a considerably fair and objective individual who is capable of applying my technical skills and abilities in an unbiased manner to ensure the greatest possible public involvement and participation in this very important political process. I meet the selection panel criteria for the Commission in the sense that I have strong analytical skills, the ability to be impartial, and an avid appreciation for California’s diverse demographics and geography.

2. Please describe your ability to be impartial, as discussed in Regulation 60800. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate this ability.

I can assure the Citizens Redistricting Commission that I am a reasonable individual and can readily exercise my ability to be impartial. I have the capacity & willingness to set aside my personal views & opinions while serving as a member of the Commission. I have no biases either for or against any individuals, groups, or geographic areas. I am mindful not to favor any candidates, political parties, or social/political causes. In addition, I have no personal, family, financial relationships, commitments, or aspirations that would be likely to influence me in making a redistricting decision.

There are numerous examples that I could use to demonstrate my objectivity and ability to be fair. However, due to the limitation of time and space, I will forward only a few.

1) As a City Planner, I have monitored various Design Review Boards & Citizens Panels to oversee project proposals for residential & commercial developments in the City of Los Angeles. I have conducted numerous public hearings. I have been responsible for working with various community groups, organizations and stakeholders, as well as developers and their attorneys, in addressing some very complicated, as well as controversial, land-use management decisions.

2) As a long-time Transportation Planning Manager, I have been responsible for reviewing extensive project proposals & applications related to Proposition A/C Local Tax Return funds. This entailed managing a budget exceeding a quarter billion dollars per fiscal year. This responsibility required the preparation & issuance of Requests for Proposals (RFP’s) and the selection of transportation/ public works projects of local and regional significance. The majority of applicants in the annual “Call-for-Projects” included municipalities located within the County of Los Angeles. The highest degree of objectivity was required to ensure the fair & equitable distribution of funds among local jurisdictions.

3) As a current Zoning Investigator for the Office of Zoning Administration, which is a quasi-judicial entity, I am compelled on a daily basis to exercise objectivity in the preparation of staff reports. I conduct on-site observations of project sites to confirm the information provided by the applicant with regard to their requests for conditional use permits, zone variances & other entitlements. I am required to remain objective and state only the facts relative to the particular case under review. The Zoning Administrator then uses my recommendations & findings to make a determination. This determination results in either an approval or a denial of the project proposal. Thus, my objective reporting & unbiased contribution is critical in the decision-making process.

Again, there are countless examples that I could have used, but the above three are perhaps most prominent.I am confident that the Citizens Redistricting Commission will find this candidate to be a fair and unbiased representative with a depth of valuable professional experience. I intend to maintain a fair and unbiased approach in determining new district boundaries. I am opposed to separating or “redlining” communities simply for political purposes.

3. Please describe your appreciation for California’s diverse demographics and geography, as discussed in Regulation 60805. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate this appreciation.

I have a strong appreciation for California’s diverse demographics and geography. I am a former resident of the East Coast, the South, and the Midwest. I first arrived in California in 1980 and literally fell in love with the State. I was employed at the time as a Crisis Relocation Planner for the Federal Emergency Management Agency (FEMA). I was assigned to the northern California district and worked extensively in that region, traveling through the Counties of Sonoma, Marin, San Francisco, San Mateo, Santa Cruz, Mendocino, Humboldt, Del Norte, Trinity, Siskiyou, Shasta, Lassen, Modoc, Tehama, Glenn, Colusa, Lake, Napa, Yolo, Sutter, Yuba, Plumas, Butte, Sierra, Nevada, Placer, and several others along the way.

The purpose of my assignment was to identify buildings and/or facilities that could appropriately serve as a relocation shelter in the event of a natural or man-made catastrophy. Consequently, I gained the fortuitous experience of travelling extensively throughout this beautiful State, and meeting a wide range of it’s residents. I have personally resided in the cities of Santa Rosa, Santa Cruz, Chico, Alturas, Weaverville, Redding, and Eureka. I have seen this State by land, by sea, and by air. Two of my greatest achievements include climbing to reach the highest peaks of Mt. Lassen (10,457 ft.) and Mt. Shasta (14,179 ft.) I am also proud of the fact that I have had the privilege of traveling through all 58 Counties within this magnificent State, and have met some wonderful people along my various journeys.

Overall, this extensive and unique experience has given me a strong appreciation for California’s rich and diverse geography and demographics. I understand that the State’s population consists of individuals that share certain demographic characteristics that may reflect their preferences concerning political representation. There are vast differneces in race, ethnicity, gender, sexual orientation, and economic status. There are also differences among those who reside in urban, suburban, rural, industrial, agricultural, coastal, inland, arid, and temperate environments.

I am aware that California benefits by having effective participation in the electoral process by persons of ALL demographic characteristics and residing in ALL geographic locations. In the past, as a consequence of sharing certain demographic characteristics, such as race and ethnicity, some residents have had less opportunity than other members of the electorate to participate in the electoral process. It is important that the Commission exercises it’s due diligence to recognize and address this issue during the redistricting process.

4. Please describe the analytical skills you have that are relevant to serving on the Citizens Redistricting Commission, as discussed in Regulation 60827. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate those skills.

I can assure the selection panel that I am a qualified candidate for the position and that I possess the necessary analytical skills to complete the work of the Commission. I am proficient in gathering and comprehending information that may have a bearing upon the redistricting process. I am also proficient in evaluating the validity and significance of information gathered by the Commission in order to make sound decisions about the placement of communities within districts. I intend on applying the appropriate legal standards to drawing district boundaries, and working effectively as a member of a group to promote redistricting decisions that are factually and legally defensible and that the Commission can agree upon.

I presently serve as a Zoning Analyst for the Los Angeles Department of City Planning. In this capacity, I am involved with gathering primary research data on a daily basis. I have a keen ability to read and comprehend dense and technical written materials including maps and statistical information. I am particularly fond of using charts and graphs, as in PowerPoint presentations. I have an advanced degree in geography with an emphasis on demographic studies. I have mastered certain cartographic skills as well. I am an experienced former Public Affairs Officer with an ability to participate effectively in public hearings, to listen carefully and critically to the testimony of witnesses, and to formulate concise questions that will elicit relevant information. I am capable of evaluating the validity and significance of the information gathered in order to make sound decisions about the proper placement of communities in districts.

I have basic and advance mathematical skills that will serve the Commission well. I am familiar with using computers and working with various software programs such as spreadsheets, mapping websites, and word processing. I have the ability to assess the credibility of information provided by staff, consultants, and members of the public; distinguish facts from opinions; distinguish relevant facts from irrelevant facts; and assess the relative strenght of competing arguments. During my present occupation as a Zoning Analyst, I have attained the ability to resolve complex problems, particularly those involving factual ambiguities or inconsistencies that may arise when all of the relevant facts are not apparent or when there are conflicting claims about the actual facts. I am capable of applying appropriate legal standards to the process of drawing district boundaries. I understand the legal principles that govern redistricting and will rely upon the advice provided by the Commission’s legal counsel.

In terms of my personal background, I have honed certain analytical skills by serving as a Civil Engineering Technician for the U. S. Army Corps of Engineers, as a population settlement & migration specialist with the Belize Ministry of Home Affairs (collecting data in a refugee camp), as a Senior Transportation Planner for Commuter Computer (analyzing urban commute patterns), and as a Transportation Manager for the LADOT Community DASH Program (monitoring transit service & ridership).

The applicant has a broad range of volunteer and personal experience. I have a strong history, committment, and interest in working with private and non-profit community-based organizations. Beyond my current employment as a professional Urban Planner, the majority of my time is spent interacting with a wide range of local and regional citizen groups. These include neighborhood associations, economic development corporations, chambers of commerce, religious institutions, clean-up campaigns, grafitti removal, drug/gang intervention, after-school tutorials, urban gardening projects, fundraising and local volunteer efforts, and various other neighborhood-oriented activities. I have a very good sense of how grass-root organizations operate. I am also aware of the benefits that these groups bring to their respective jurisdictions. I have first-hand experience in working with various stakeholders, property owners, and constituents who are likely to benefit from a fair and equitable determination of boundaries through the redistricting process. Part 6: PRIVACY NOTIFICATION AND WAIVER

LEGAL AUTHORITY AND REASON FOR COLLECTION OF PERSONAL INFORMATION

The Voters FIRST Act (the Act) and the regulations implementing the Act require that the selection of commissioners on the Citizens Redistricting Commission (commission) be open to public scrutiny and the press (see California Constitution, Article XXI, section 2, subdivision (c); California Goverment Code sections 8252, 11120, 11121, and 11125.1; California Code of Regulations, title 2, sections 60836, 60842, and 60846). The Act also requires that the Bureau of State Audits (bureau) select 60 of the most qualified applicants based upon their voter affiliation, their eligibility to serve pursuant to Article XXI of the California Constitution, the absence of any conflicts of interest, their relevant analytical skills, ability to be impartial, appreciation for California’s diverse demographics and geography, and their racial, ethnic, geographic, gender and economic diversity. To determine each applicant’s identity and qualifications to serve on the commission, and to track the demographic information of the applicant pool, this application seeks personal information about applicants that will be provided to the Applicant Review Panel, bureau staff, the public, including members of the press, the Legislature, and the commission.
