Welcome to the November edition of the California Citizen Redistricting Commission newsletter. I’m proud to announce that we have draft maps! I’d like to start by thanking my fellow commissioners and all those Californians who participated in our visualizations process, which shaped our draft maps. These sessions encompassed hours of deliberations and negotiations to encourage fair representation.

We are in the final stretch of our work. As we continue to refine draft maps/visualizations, we encourage you to continue providing feedback on our direction. You can do so in the following ways:

Now that we’ve released draft maps, the Commission will dedicate the next two weeks to collecting public input on the maps from November 17 – 23, 2021.

This week, the Commission released draft maps for the state’s Congressional, Senate, Assembly and Board of Equalization districts ahead of the CA Supreme Court mandated November 15, 2021 deadline. Using the multitude of communities of interest testimony the Commission received throughout the summer, they assessed how that testimony could potentially inform district boundaries considering the tradeoffs that needed to be made in eventual maps. The Commission produced three sets of visualizations (October 27-29November 2-4November 7-9) that incorporated additional public input to evolve into draft maps.

Just a friendly reminder that final maps are do no later than December 27, 2021. Please make sure your voice is heard in this process that only happens once every ten years.

We have updated the draft map page to include detailed PDFs for Congressional, State Senate and Assembly districts. The BOE PDF will be added as soon as we have it.

Public comment shall be taken for at least 14 days from the date of public display of the first preliminary statewide (draft) maps of the Congressional, State Senatorial, Assembly, and State Board of Equalization districts. Since the Commission cannot display any other map for public comment during the 14-day period, we are using this time to hear directly from you.

You can now draw your own districts using our online tool, Draw My CA Districts.

Draw My CA Districts is a free-to-use online tool for creating district maps

Through Draw My CA Districts, users can create district maps throughout the state of California and submit those maps directly to the Commission. (https://drawmycadistricts.org/)

The online district mapping tool (Draw My CA Districts) includes checks to comply with population deviation, contiguity and assignment check.

  • % Deviation check – tells user if any of their districts are above or below 5% deviation from the ideal population of the distinct type they are working on
  • Contiguity check – lets the user know if their districts are contiguous or not
  • Assignment check – lets the user know if they have unassigned areas in their redistricting plan

This month we introduce you to Sara Sadhwani, a Democratic member from La Cañada Flintridge, California. Commissioner Sadhwani is an assistant professor of politics at Pomona College specializing in American politics, racial and ethnic politics, and public policy. Her research has been published in the peer reviewed journals such as the Journal of Politics, Political Behavior, California Journal of Politics and Policy, and Politics, Groups, and Identities. Prior to academia, Prof. Sadhwani worked for nearly a decade advocating for the rights of immigrants at social justice organizations such as the Coalition for Humane Immigrant Rights (CHIRLA), Asian Americans Advancing Justice-LA, and the California Immigrant Policy Center.
