1. Please describe why you are interested in serving on the Citizens Redistricting Commission.

I am interested in being on the commission because of my past experience with redistricting at the municipal level. I learned that this is so important to a community and it has a significant impact on the relationship between the community and elected representation.

In 1981, I volunteered as a resident and advocate for District 5, city of San Diego, to help shape the city’s district maps based on the 1980 Census Tract Data. The goal was to piece together a new city-wide district map that served the best interest of the city at large and its demographic changes. I, and my 18 committee members, worked diligently for six months in re-shaping an existing district with new boundaries that would better serve the changing demographics of the community. Our committee was made up of residents, property owners, business people, and community groups. We worked harmoniously, with respect for each other’s views and with a constructive ethic to complete the district plans on time. We were briefed by city attorneys on the ‘one man, one vote’ principal and the Voting Act Regulations. As a spokesperson for our community group, we attended many public hearings before diverse community groups, council members, county officials and other stakeholders. Many hours were spent studying the 1980 Census Tract Data and creating alternative district maps for public viewing. We made many reasonable compromises and adjustments to boundary lines without sacrificing fundamental issues of cohesion to the community and surrounding communities. I learned how important the role of existing city and community plans play in the redistricting process. Communities expressed concerns over the effect boundary lines would have on sensitive environmental lands and parks; on the location and impact on streets and roads; on storm water drainage and utility locations; on public safety issues and on unique natural features. The final city council map provided districts with council representation that brought meaningful voices to their constituencies throughout the 1980’s.

I believe the commission’s work will have a profound effect on public trust and a renewed sense of political vigor. California is a diverse state with many cultural, economic, and regional voices. Each sector should have confidence and trust in the election of representatives that speak for them. California benefits from a redistricting system that elects officials in a manner that proportionately represents the geographical and diverse, multi-faceted social and economic fabric that is unique to California. I believe that an engaged public fosters a healthy community that ultimately leads to improving our quality of life. My interest is based on my belief that this is possible and that the commission will play a significant role in creating a more responsive method to engage the public. I would like to be part of this history making process and to help set the highest standard of integrity that we can be proud of. I have fully committed myself to this task and will devote my full capacity to this intense and complex task.

2. Please describe your ability to be impartial, as discussed in Regulation 60800. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate this ability.

I will be a fair and impartial member of this commission. I have no relationships, commitments, or aspirations that would improperly influence my redistricting decisions. I have years of experience demonstrating that I can be fair, impartial and respectful of individuals with differing social, economic, and political backgrounds and viewpoints.

I currently serve as a planning commissioner for the city of San Diego. The process of evaluating the applicant’s request, staff’s recommendation, and the public’s concerns requires being fair and impartial on my part, regardless of whether the project is a small individual neighborhood project such as a home additions or a large, complex project involving urban and rural communities. I carefully evaluate public testimony from concerned individuals, community groups, environmentalists, business organizations, professional consultants, city staff, and the applicant. I understand and appreciate that stakeholders represent differing social and economic interests within the community and a diversity of political philosophies. In addition, since the meetings of the San Diego City Planning Commissions are recorded, my role and demeanor on the commission can be viewed online by the public and this Selection Panel.

As a public official and volunteer on the commission, I submit an annual Conflict of Interest Report to the city to confirm that I have no personal financial interests on projects that I make decisions on. Where there is a conflict, I recues myself from that project item in the interest of public trust and confidence in the commission’s ability to be fair and impartial. I am also careful to receive information openly and at the same time as my fellow city planning commissioners do so as to abide by the Brown Act and due process.

For seven years, I chaired the Mira Mesa Community Planning Group. As its chair, I was responsible for carrying out the city’s policy governing public meetings and to insure that a fair and open public forum prevailed. Equitable time was given to presenters who represented property owners, developers, residents, business owners, environmentalists, and community organizations. I learned that the public’s perception of impartiality is strengthened when the chairperson and its committee members are well informed on the issues of a proposed project being presented to the community. I learned how important it is to listen fairly to all stakeholders, to separate facts from opinions, to weigh the merits of arguments being made, to give public comments that were instructive and informative, to make decisions based on the best available information at the time, and to disagree or agree in a respectful manner.

As a college lecturer, I am constantly vigilant to provide a forum where students may express their individual philosophies and opinions in my classes. My teaching philosophy encourages fairness for all students having differing viewpoints, guiding them to articulate, reflect, and find creative solutions for the issues presented, while balancing the collective discussion within the framework of the course description.

3. Please describe your appreciation for California’s diverse demographics and geography, as discussed in Regulation 60805. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate this appreciation.

I am deeply appreciative of California’s diverse population, having been raised in a multi-cultural, multi-racial family. My personal upbringing, my professional work and my community experiences have instilled in me the importance of diversity. I understand the importance of diversity in shaping California’s redistricting districts so that all individuals in California will have a voice in choosing someone to represent them.

In 1981 I chaired the Mira Mesa Citizen’s Redistricting Advocacy Committee to help re-shape District 5 boundary lines for the City of San Diego. As chair, I sought to insure that all ethnic groups were fairly represented in District 5 as a result of changed demographics and to have council representation that reflected the community’s profile. By reaching out to all stakeholders, I was able to better understand the geographic differences and unique concerns between one community versus others. Divisive streets and freeways, environmentally sensitive canyons, older neighborhoods, growing subdivisions, single-tract subdivisions and denser multi-family zoned areas presented arguments for and against various boundary line alternatives. Stakeholders articulating these differences often reflected various life-styles and political preferences in the form of conservative, liberal, cultural, and age differences, all of which had to be respected and considered in the mapping process. Meeting with various stakeholders required compromises and intense dialogue to arrive at a mapping process that represented the best possible map for the district. As a result of our efforts, the Fifth District was able to give more people with diverse backgrounds an opportunity to participate in the political process throughout the 1980’s.

I have been a part-time college lecturer for over ten years, teaching political economy and quantitative focused courses. My students come from a wide range of racial, ethnic, educational, economic, political and geographic backgrounds. They come from desert communities, coastal towns, rural farms, inland mountain communities, suburban subdivisions, and dense urban cities. They closely represent the diverse demographics of today’s California.

In addition, I am lead faculty advisor for the campus community outreach program that is devoted to recognizing and celebrating the multi-cultural and diverse social fabric of our community. The program focuses on history, health, family, education, religion, politics, economics, gender and sexual orientation, environment, immigration, and other issues selected by the leaders, elders, and artists from different communities. I have helped to organize and work with community leaders to shape social issues, artistic, and cultural programs that were important to the Latino, African American, Somali, Ugandan, Sudanese, Ethiopian, Filipino, Chinese, Vietnamese, Lao, Japanese, Korean, Hmong, Hawaiian, Samoan, Chamorro, Tongan, Native American, Kurdish, Iranian, Iraqi, and Euro-American communities. Participants have included the very young to the very old; they have included Christians, Muslim, Buddhist, and Native Spiritualists.

4. Please describe the analytical skills you have that are relevant to serving on the Citizens Redistricting Commission, as discussed in Regulation 60827. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate those skills.

As an architect, planning commissioner, and college lecturer, I have accumulated over 30 years experience developing analytic skills that include the ability to analyze, decipher, compute, estimate, and synthesize an array of quantitative data.

As an architect, my practice has included preparation of feasibility studies, urban planning and design projects and facility master plans. These technical studies require analysis and synthesis of large number of quantitative data that need to be summarized into meaningful discussion and interpretation. I conduct research to gather relevant information and data that bears on the client’s needs, including budget restraints, space needs, scheduling and timing, zoning and building code allowances, entitlement process, special conditions, and design philosophies.

Phases of my work require that I read and understand geological and soils reports to design appropriate foundations; calculate wind and structural loads to determine the most efficient and appropriate structural solution; analyze mechanical and electrical engineering documents to calculate design loads and distribution; and read and understand the impact of materials and construction systems that bear on the sustainability and energy efficiency of components building parts. I use auto-cad software to prepare and analyze maps, design alternatives, structural analysis, site plans, floor plans, elevations, sections, working drawings and construction documents.

As a city planning commissioner, I study a wide range of technical documents that include maps for land uses, transportation systems, individual parcels, subdivisions, community plans, sewer and surface drainage plans, grading plans, environmentally sensitive lands, brush management maps; and other technical maps that require planning decisions. I study statistical information including population growth patterns, job and employment data, housing type data, rental and ownership data, parking and traffic data, industrial growth data, noise and air pollution data, environmental data, community crime data, and countless other urban planning information.

The Brown Act requires that I make decisions in a public forum before all interested parties. My decisions are guided by city and state statutes governing public health, safety, and welfare. I am also guided by state CEQA procedures and federal regulations governing specific issues related to inter-state commerce, endangered species, and environmental pollution matters.

As a college lecturer, my course topics include teaching research skills, mathematics, and statistics. As a graduate student thesis advisor, I guide my students through the process of researching topics, vetting arguments for and against issues, conducting empirical data collection, applying standards of reliability and viability, and selecting appropriate statistical models to measure significance levels. My work also includes advising students with qualitative research work, where narrative models are applied to help understand underlying patterns and explanations for an array of human behavioral conditions.

Activities:

I have served on the San Diego Chapter board of the American Institute of Architects. Through this activity, I have broadened my understanding of the design profession practice, building and development industry, the responsibility government and its functions, the importance of environment and energy conservation planning, and the need to educate the general public on the importance of good design.

As a member of the American Planning Association, composed of professional planners, public officials, architects, landscape architects, environmentalists, and other professionals, I participate in the exchange of land use information, planning tools, and technical knowledge with other planners. This experience has given me additional understanding of the challenges facing diverse and complex urban and rural communities posed with solving planning, environmental, housing, transportation, and economic development in different regions of the state.

I have served on the Greater San Diego Chamber of Commerce and the San Diego Asian Business Association. Both groups served to nurture the growth of small businesses and to improve the economic climate for business success. I worked with small and large businesses to provide technical assistance, and to advocate for business growth.

I have served on the board of the American Red Cross, the United Way Fund, the Girls Scouts of America, the University of California San Diego Foundation, and the San Diego State University Business College Advisory Board. In addition, I have served on city boards including the Center City Development Corporation, Naval Training Center Base Closure and Renewal Advisory Committee, and the Civic Center Feasibility Advisory Committee.

I am currently on the board of the San Diego Neighborhood House Association, the County’s largest privately operated social service agency. The agency assists over 10,000 families a year and its clients are largely composed of Latino and African American families living below the poverty line. I am also a committee member of the San Diego Asian Pacific Islander Community Health Network. Its mission is to provide underserved minority communities access to healthcare needs. Our clients are mostly first generation Filipino, Latino and Asian immigrants and Pacific Islander families.

In the early 1980’s, thousands of Southeast Asian immigrants settled in San Diego. I joined the Union of Pan Asian Communities, a social service agency, and chaired its board for 7 years. Our programs helped immigrants with health needs, education, job opportunities, and with the acculturation process to help them to become citizens in their new country.

On August 24, 1986, I received the Mexican-American Foundation’s Leadership Award in recognition for my leadership in the minority community and for bringing African American, Latino, and Asian community leaders together to discuss issues of common interests. I also received minority leadership recognition from the Union of Pan Asian Communities, the Asian Business Association, and the city of San Diego.

I am an Air Force veteran, honorably discharged, with the Medal of Commendation for exceptional service. I served with MAC Air Weather Service Wing of the Inspector General Office, based in Riverside County, March AFB, CA. I often traveled to Travis AFB, McClellan AFB, and Beale AFB1 in northern California and Edwards AFB in central California. My duties included traveling to Strategic Air Command bases throughout the western half of the United States, inspecting air weather support readiness conditions for B-52B bomber pilots from the 22d Bombardment Wing. This was a highly technical and data driven field of work involving preparation of upper atmospheric thermo maps, and implementation of training and regulation manuals . My travels to these different regions of the US gave me the opportunity to meet and appreciate the diversity of military and civilian workers, people that come from small towns to large cities, people that spoke many languages and represented many cultures, people from all walks of life and from diverse geological regions of the continental US.

In my 30 years of architectural practice, I have worked on projects in urban, rural, suburban, coastal, desert, and mountain communities throughout many areas California. My business have enabled me to better understand community goals and plans, local environmental issues, different zoning requirements and entitlement processes unique to separate incorporated and unincorporated areas of the state. My business has taken me to such communities or areas as Eureka, Redding, Chico, Sacramento, Truckee, Tracy, San Francisco, Oakland, San Leandro, Berkeley, San Bruno, Palo Alto, China Lake, Borrego Springs, Palm Springs, El Centro, Modesto, Bakersfield, Santa Barbara, San Luis Obispo, Costa Mesa, San Clemente, San Diego, Los Angeles, and Big Bear Lake.

I volunteered to serve on the California State University System’s professional selection committee at its administrative center in Long Beach, California. The committee’s job was to pre-qualify architectural firms for contractual work to design future campus facilities throughout the California state system. This experience has taught me to identify competent firms with experience and understanding of the distinct geographic history and environmental requirements of local communities in different regions of the state.

As an alumni of the University of Hawaii and Washington University, I have traveled and attended alumni events in a number of California cities. I remain active in alumni activities which has given me opportunities to learn about local issues from colleagues throughout the state. This experience has further enriched my understanding and appreciation of California’s diverse regional differences, natural beauty and social complexity.

Part 4: Letters of Recommendation

An applicant must submit or arrange for the submission of three letters of recommendation from individuals or organizations. A letter of recommendation may be no longer than two pages. Part 6: PRIVACY NOTIFICATION AND WAIVER

LEGAL AUTHORITY AND REASON FOR COLLECTION OF PERSONAL INFORMATION

The Voters FIRST Act (the Act) and the regulations implementing the Act require that the selection of commissioners on the Citizens Redistricting Commission (commission) be open to public scrutiny and the press (see California Constitution, Article XXI, section 2, subdivision (c); California Goverment Code sections 8252, 11120, 11121, and 11125.1; California Code of Regulations, title 2, sections 60836, 60842, and 60846). The Act also requires that the Bureau of State Audits (bureau) select 60 of the most qualified applicants based upon their voter affiliation, their eligibility to serve pursuant to Article XXI of the California Constitution, the absence of any conflicts of interest, their relevant analytical skills, ability to be impartial, appreciation for California’s diverse demographics and geography, and their racial, ethnic, geographic, gender and economic diversity. To determine each applicant’s identity and qualifications to serve on the commission, and to track the demographic information of the applicant pool, this application seeks personal information about applicants that will be provided to the Applicant Review Panel, bureau staff, the public, including members of the press, the Legislature, and the commission.
