1. Please describe why you are interested in serving on the Citizens Redistricting Commission.
In order for California to thrive, the state’s political districts must provide an effective mechanism through which all of its citizens engage in the democratic process governing our collective space. My board and commission experience, first-hand knowledge of California’s diverse regions, professional skill set as an urban planner and relationships across political party lines would bring a powerful combination of resources to bear upon California’s Citizens Redistricting Commission.
I value the role that public sector commissions play at all levels of government, and have been preparing myself to effectively serve when the right opportunity arose. I graduated in 2001 from the Blueprint for Volunteer Diversity Program sponsored by United Way of the Inland Valleys in Riverside, California, which inspired me to launch Urban Habitat’s Boards & Commissions Leadership Institute in the San Francisco Bay Area last year. This training program brings a proactive response to the reality that people of color and low-income communities have historically had little say in regional planning or economic and environmental policymaking. The perception, and at times reality, is that community members lack the information and resources to participate effectively in long-term metropolitan planning and policy-making. In the first year Urban Habitat’s program has trained, placed, and supported a dozen individuals to begin their volunteerism as public servants on decision-making bodies such as local planning commissions and regional transit commissions. Designing and implementing the program has dramatically enhanced my own capacity to serve as a thoughtful commissioner able to weigh the needs of various constituent groups and determine what is truly in the public’s interest.
I serve in leadership roles on multiple nonprofit boards whose work spans across the entirety of California, including as Diversity Director for the American Planning Association’s California Chapter and as a founding board member of AFAAD: Adopted & Fostered Adults of the African Diaspora. In the Planning Association, my charge has been to increase the diversity of public, private, and nonprofit sector urban planners so that our profession can be reflective of the demographics of California’s population and thus serve our communities better. In AFAAD, I have started a global organization which connects, supports, and advocates for the needs of African-descent adoption and foster care survivors.
These and other leadership positions, layered over many years as a Californian, have built my strong foundation for engaging in the Citizens Redistricting Commission. Most recently the Women’s Foundation of California selected me in 2008-09 to participate in the Women’s Policy Institute, where navigating Sacramento throughout an entire legislative cycle left me wanting to engage in public service at a deeper level. Serving on the Citizens Redistricting Commission will allow me to focus my energy and resources on enabling a thriving California democracy into the next decade, and provide my fellow citizens with a dedicated, resourceful ambassador to represent them in the redistricting process.
2. Please describe your ability to be impartial, as discussed in Regulation 60800. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate this ability.
My career as an urban planner and life experience as a Transracial adoptee carry significant evidence that I’m deeply committed to impartiality, balances and fairness in discerning what exactly constitutes the public interest.
Over the past four years I’ve served as senior staff at Urban Habitat, a nonprofit organization in the San Francisco Bay Area that builds bridges between community members, government leaders, and the business community. Our work encompasses issues such as public transportation, Brownfield remediation, and urban redevelopment. I have interacted with dozens of coalitions that bring stakeholders to the table to work towards common policy outcomes. At times, I am the only person of color, or the only woman, or the youngest person in the room; however, I am careful not to personalize my deliberations. One cannot assume that every person who shares demographic traits also shares common experiences and opinions. I believe it to be important that when appointed to fill a certain role, my work must be responsive to and reflective of my constituents. Thus I push for a higher standard of rigor in data collection and analysis so that I can attend to the greater good, versus my own personal biases or desires. Through the Community Capital Investment Initiative (CCII) real estate financing fund, millions of dollars went not only to the region’s poorest neighborhoods, as I might have preferred, or only to the wealthier ones, as was the preference of our private sector partner, the Bay Area Council. Rather, CCII’s steering committee invested in a range of developments that balanced social equity outcomes with a competitive rate of return on the portfolio.
In my personal life, I was born in the United States to working class immigrant Afro-Colombian parents but was adopted into a middle-class Caucasian family soon after. As a teenager I reunited with my birth family, and have now lived the majority of my life navigating a complex family structure that spans many continents, languages, races, and political persuasions. Living both realities of my families of origin exposed me to the most diametrically opposite experiences one could have. I thus carry with me an acute sensitivity and drive to ensure that all voices in a given community rise to be heard, and are used to inform planning and policy where benefits and burdens are distributed equitably amongst all who are actively contributing to a given place.
I’ve constructed methodologies for public participation and community input on economic development, housing access, land use, transportation, and allocation of resources. I am patient and creative in identifying and lifting up local voices, and facilitate so there is space for those who have not historically engaged to join in shaping the conversation. I’m familiar and comfortable speaking with large audiences, and in translating the outcomes of those sessions into tangible themes and next steps that represent a compromise amongst the multiple desires represented. All of these characteristics demonstrate the impartiality necessary the Citizens Redistricting Commission, and support my candidacy to serve in such a capacity.
3. Please describe your appreciation for California’s diverse demographics and geography, as discussed in Regulation 60805. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate this appreciation.
Our state of California, with the nation’s largest economy and population, has one of the most challenging political environments of any state. The state’s size and range of interests make policy problems unusually complex. The pace of change makes potential reforms obsolete before they are proposed. And the diversity of the population (income, age, ethnicity
and geography) often challenges the development of broad consensus in support of large-scale change.
Over my years as a Californian, I’ve lived in San Diego, Los Angeles, Riverside, and Alameda counties. I have passed significant time in San Bernardino, Santa Maria, Orange, Fresno, El Dorado, Humboldt, Kern, Merced and Santa Barbara counties. For my current job at Urban Habitat my work spans the nine county Bay Area, adding San Francisco, Marin, Santa Clara, Napa, Sonoma, Solano, San Mateo, and Contra Costa counties to the mix. I’ve additionally travelled to Mendocino, Santa Cruz, Monterey, San Luis Obispo, Ventura, San Joaquin, Placer, Sierra, Imperial, Inyo, Tulare, Mariposa, and Kern and King counties.
As the above listing demonstrates, I’ve familiarized myself with a significant portion of California’s land and peoples. Although one can observe obvious demographic trends within each place there are also subsets of the population that are not as visible at first glance nor as civically recognized or engaged. For example, while working on environmental toxics issues in the Central Valley, I was surprised to learn how significant a share of the population Latinos represent, yet how they comprise few to none of the local elected and appointed officials in that region. This dearth of political representation indicates an imbalance in the democratic process and I’ve witnessed similar dynamics plays out across the state on local planning and policy issues.
As a graduate intern with the Earned Asset Resource Network of San Francisco and Asset Policy Initiative of California (APIC), I participated in regional convenings of communities actively working to address asset poverty. In California and other high cost states of living this condition is more prevalent, even more so in regions of the state such as those nearer to the ocean. APIC used data obtained through convenings to identify a statewide agenda for policies effective at combating asset poverty across geographic and socio-demographic boundaries.
Finally, through Urban Habitat we are part of the California Alliance, an integrated, cross-sectoral alliance of community, labor, and sectors of the business community capable of statewide advocacy. Thus far we’ve led analyzed the state’s tax and fiscal policy history, and of the demographic voting patterns in the state’s regions. That information identifies and cultivates new voters. Comprised of 16 member organizations, constituencies represented by alliance groups represent those who have not historically been major players in California’s decision-making processes. The above efforts and structures such as the Citizens Redistricting Commission are all crucial towards creating democratic structures accessible for folks from all walks of life to participate in.
4. Please describe the analytical skills you have that are relevant to serving on the Citizens Redistricting Commission, as discussed in Regulation 60827. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate those skills.
I bring a broad range of relevant analytical skills to the Citizens Redistricting Process, many of which I’ve acquired through my career and training as an urban planner. I bring experience manipulating and interpreting demographic data at different scales using sources such as the Census, American Communities Survey, and IPUMS. My mathematical skills are solid, as is my usage of statistics. Furthermore, I am able to conceptualize and create basic Geographic Information Systems maps that translate complex information into readily accessible visual depictions. I have experience in a range of computer skills, from speedy word processing to creative graphic design & presentation, desktop publishing, urban design, and database creation. I’ve mastered both the IBM PC and MAC OS, making me a versatile asset to any team.
While my quantitative skills are significant, my area of specialty actually lies in collecting and synthesizing qualitative data to inform urban planning and policy. I typically prefer to conduct multi-layered analysis that integrates qualitative and quantitative approaches. For example, while staff at the United Way of the Inland Valleys I participated in a triennial countywide needs assessment focused on health and human service provision amongst low income and communities of color in Riverside. To gather the full story, we relied not just on available agency statistics, but also on conducting dozens of key informant interviews and interacting with hundreds of clients and service providers through focus groups. This comprehensive, data and anecdote rich narrative allowed United Way to easily identity the county’s greatest service provision gaps and align their resource distribution accordingly.
I also have demonstrated my capacity as an effective organizational and project manager, including years of staff and consultant supervision. As Director of Programs, I manage Urban Habitat’s budget of over $2 million and am familiar with the fiscal controls necessary to ensure accountability at all levels. In 2008 I led a 10 year Strategic Evaluation and Planning Process within my organization that is now in the final stages of implementation and has realigned our work for greater public visibility and impact. I often serve as mediator or ombudsman on coalitions to facilitate controversial decision-making, skills that will go a long way towards moving forward the work of the Citizens Redistricting Commission.
Beyond the data analysis and organizational management, I bring personal qualities that will be crucial to successfully serving on this Commission. I’m familiar with frequent travel, and with juggling competing deadlines and priorities. I am bilingual English/Spanish and can interpret or translate for verbal or written communication. Finally, I am a quick and curious learner who relishes new challenges and expanding my existing skill set. So beyond what I already know, I anticipate growing and acquiring new areas of expertise that correlate with those needed to further the Commission’s work.

In my volunteerism I’ve played a leadership role on the American Planning Association’s California Chapter in Northern California and on AFAAD: Adopted & Fostered Adults of the African Diaspora. On both boards I am charged with overseeing some portion of the organizational budget and with managing specific programs or initiatives. I’ve served on each board for about five years, demonstrating a commitment and longevity to the volunteer efforts I select.
Previously I was a member of the California Planning Foundation board and a Peace Corps Volunteer under the Community Economic Development Program in Santa Cruz, Bolivia. In Robor’ Bolivia I led creation of a local chamber of commerce providing technical assistance and relevant trainings to tourism-related microenterprises including hotels, restaurants, and tour guides. I also tutored local residents on their English skills as part of a skills exchange co-op.
While still a full-time student I served as Student Coordinator for La Sierra University’s Service Learning Program, building community partnerships and student enthusiasm for this new take on education back before it was common and popular. In other community pursuits, I’ve been a volunteer with the San Francisco Bay Area’s Team in Training to raise money for Leukemia and Lymphoma research, and a team captain/volunteer mentor to at-risk teenagers with Students Run Oakland.
As an adult adoptee, I’ve also been involved with mentoring youth who are in adoptive or foster homes. As Pact Camp Children’s Program Director I hired, trained, and supervised 32 staff members for a multiracial, international family support camp. In that role I established goals, curriculum and evaluation for sessions addressing foster care, adoption, race, and identity and managed conflict resolution, facilities usage, and medical emergencies for over 200 families and staff. In other years of my participation at camp I’ve worked as a counselor and expert-in-residence.
I’ve also been fortunate to be nominated and selected for a number of training programs over the course of my career. Some of these are noted elsewhere in my application, such as the Women’s Policy Institute and Blueprint for Volunteer Diversity. Others such as the University of Southern California’s Ross Real Estate Program and National Development Council’s Real Estate Finance Intensive, and Institute for Community Economics ‘Community Land Trust Workshop have deepened my understanding of economics, finances, and development.
I’ve received a handful of notable awards in recent years, including a two-year fellowship with the United States Department of Housing and Urban Development. This fellowship provided me a stipend to work at three California nonprofit organizations of my choosing, including the Spanish Speaking Unity Council, Strategic Actions for a Just Economy, and the San Francisco Earned Assets Network. While studying for my Master’s degree at UC Berkeley I was also awarded the American Planning Association’s Outstanding Student Award, the California Planning Foundation Outstanding Student Scholarship, and designated a California Redevelopment Association Fellow.

An applicant shall submit the required letters of recommendation to the bureau on or before April 19. Applicants shall submit the letters of recommendation to the bureau via e-mail to votersfirstact@auditor.ca.gov, or by facsimile, United States mail, or other common carrier. Letters of recommendation received by the bureau after April 19 will not be considered, and the applicant will not continue on in the application process.
On all of your letters of recommendation, you must include your application ID, which is 17483. The identification number is unique to your application and insures that each of your letters of recommendation is correctly attached to your application file before it is reviewed by the Applicant Review Panel. The letters of recommendation may be addressed to the Applicant Review Panel and can be mailed to 555 Capitol Mall, Suite 300, Sacramento, CA, 95814 in care of the State Auditor. They may also be faxed to 916-319-9295 or e-mailed to votersfirstact@auditor.ca.gov. E-mail is the preferred method of delivery.
LEGAL AUTHORITY AND REASON FOR COLLECTION OF PERSONAL INFORMATION
The Voters FIRST Act (the Act) and the regulations implementing the Act require that the selection of commissioners on the Citizens Redistricting Commission (commission) be open to public scrutiny and the press (see California Constitution, Article XXI, section 2, subdivision (c); California Goverment Code sections 8252, 11120, 11121, and 11125.1; California Code of Regulations, title 2, sections 60836, 60842, and 60846). The Act also requires that the Bureau of State Audits (bureau) select 60 of the most qualified applicants based upon their voter affiliation, their eligibility to serve pursuant to Article XXI of the California Constitution, the absence of any conflicts of interest, their relevant analytical skills, ability to be impartial, appreciation for California’s diverse demographics and geography, and their racial, ethnic, geographic, gender and economic diversity. To determine each applicant’s identity and qualifications to serve on the commission, and to track the demographic information of the applicant pool, this application seeks personal information about applicants that will be provided to the Applicant Review Panel, bureau staff, the public, including members of the press, the Legislature, and the commission.
CONSEQUENCE OF NOT PROVIDING ALL REQUESTED INFORMATION
Failure to provide all of the requested information will result in your disqualification and the removal of your name from the applicant pool. Thus, if you wish to serve on the commission, for each item of information requested, it is mandatory that you submit a response.
PERMISSION TO USE AND RELEASE PERSONAL INFORMATION
By submitting this application, you acknowledge that the application, all documents submitted in support of your application, including a Statement of Economic Interests (FPPC Form 700), if you are asked to submit one, letters of recommendation, materials generated as a result of any bureau or Applicant Review Panel investigation of you, and all comments about and responses to comments about your application are public records. You agree that the bureau shall provide copies of these materials to members of the public and the press, members and staff of the Applicant Review Panel, bureau staff, the Legislature, the commission, and as otherwise compelled by law. You understand that members of the Applicant Review Panel and the public may make public statements about you. You authorize the bureau to use the information submitted by and about you as the bureau deems necessary to select commissioners and replacement commissioners or otherwise comply with its legal duties, and you also authorize the bureau to post all materials related to your application to serve on the commission on its website.
VOLUNTARY WAIVER OF PRIVACY RIGHTS AND BUREAU LIABILITY
By applying to be a commissioner, you are waiving your privacy and other rights under various state and federal laws, including, but not limited to, the Information Practices Act (Cal. Civil Code section 1798 et seq.), and any defamation, invasion of privacy, and negligence claim you may have against the bureau and those acting on its behalf. Accordingly, by waiving your privacy rights, you are agreeing to permit the bureau to release any and all information submitted by or about you, EXCEPT that the bureau will not post on the Internet your date of birth, physical, mailing, and e-mail addresses (excluding the city and county), and telephone numbers, or the addresses and telephone numbers of your immediate family members. At this point in the process, the bureau will not collect, and please do not voluntarily submit to the bureau, your social security number, driver’s license number, financial account numbers, or health information. By submitting your application, you acknowledge and consent to the release of the information you and others are providing related to you, and except as specifically provided above, you are waiving your right to privacy regarding all information relating to you and your application to serve as a commissioner. This waiver authorizes the bureau to make public information submitted by or about you for a period of twelve (12) years from the date of your application, even if you are not selected as a commissioner. You are providing this waiver voluntarily, understanding that the bureau shall not be legally liable as a result of the release of information submitted by or about you, or as the result of comments made about you by others, that the bureau posts on its website or otherwise releases publicly. This includes claims of defamation, invasion of privacy, negligence, and any other statutory or common law claims.
