1. Please describe why you are interested in serving on the Citizens Redistricting Commission.

While I was knowledgeable about Proposition 11 and the Voter’s FIRST Act from its passage in November of 2008, my interest in serving on the Citizen’s Redistricting Commission was peaked when listening to California State Auditor Elaine Howle on Capitol Public Radio’s ‘Insight’ in December of 2009. Hearing Ms. Howle discuss the value of public participation in the redistricting process inspired me to further investigate the Voters FIRST Act. I quickly realized I had significant professional, educational and personal qualifications for the Commission as well as a desire to make a positive impact on a democratic process in California.

My educational background (Bachelor’s in Communication and Master’s in Community Planning), professional experiences and volunteer activities reflect the qualities necessary for the Citizen’s Redistricting Commission. I was drawn to the planning profession and subsequent professional opportunities, as I am drawn to serve on the Commission, because of an ambition to work towards a better future through improvements in the quality of life in areas such as land use, social policy, economic development, environmental protection, historic preservation, and urban design. My possession of strong communication skills and ability in meeting with a diversity of individuals while being an attentive listener have been strengths in professional settings and would be an advantage as a commissioner.

As this application will show, my analytical skills, appreciation for California’s demographic, geographic and social diversity and my impartiality would provide a comprehensive skill set for the Citizen’s Redistricting Commission. I have a background in gathering and analyzing technical material and evaluating multiple data sources for validity and significance, as well as translating this information into useful products such as reports, charts, summaries, etc. These skills would be beneficial as the Commission plans for and maps California’s 40 Senate, 80 Assembly, and four Board of Equalization districts with reasonably equal population representation.

My experience organizing and recognizing the importance of public meetings, as well as the ability to actively listen and engage individuals so they have a voice in the redistricting process, adds to my desire to serve on the commission. I also have an understanding of the historical barriers that some individuals have faced, and continue to face, resulting in less representation due to their socioeconomic status or geographic location and the importance of addressing these issues in the drawing of district maps. My experience working with the wide range of diversity that represents California, while managing their various interests in a productive and diplomatic manner, adds to my ability to collaborate successfully with other commission members.

Ultimately, to serve on the Citizen’s Redistricting Commission would be an opportunity to apply my years of educational and professional experiences, technical knowledge, and interpersonal skills towards the advancement of California’s electoral process.

2. Please describe your ability to be impartial, as discussed in Regulation 60800. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate this ability.

Two years ago, when summonded for jury duty on a crimal case, I was struck by a question posed by the prosecuting attorney. During jury selection he asked each potential juror if he or she could be impartial and free of predjuice for either side. Some were clear regarding their thoughts of guilt or innocence while others stated their uncertaintly with being impartial. When the time came to answer I stated that, while we each brought our own expereinces and thoughts to the process, we were charged with putting those aside to work within the framework of the judicial system. Our duty was to listen to the evidence provided and, based upon the law, to make a decision regardless of our personal thoughts or opinions.

While putting aside one’s preconceptions may be difficult, I believe it is vital to the process to ensure fairness and equality. Voting and jurty durty have traditionally been two of the most democratic activities we can engage in as United States citizens. With the Citizen’s Redistricting Commision, the opportunity to be a part of the redistricting process is another uniquely democractic undertaking, not only for the duties of drawing district lines but, more importantly, to ensure that California citizens have representation through the most fair and equitable manner possible.

Another example of my ability to be imparitial is my 15 years expereience reviewing grant proposals in private, non-profit and governmental organizaions. To review grant proposals, it necessary to judge the validity of the request based upon clearly set-forth criteria (a framework such as a rubric) and the ability to follow that criteria in determining proposal funding. One must be able to put aside any bias or potential impartiality in order to understand the criteria, apply standards, and successfully evaluate proposals to determine funding.

My ability to be impartial is also reflected in my political affiliation of ‘Decline to State’. While I have been listed with formal political parties I have always voted in a manner to reflect the qualifications and expereince of the individual or issue on the ballot. I have found that, while organized political groups have certain commonalities and/or affiliations that may serve their consituents, I too often have seen strict party adherance coming at the expense of rational discussion and critical thinking. ‘Decline to State’ reflects my desire to be as unbiased as possible in adhering to political positions and a willingness to be open minded in measuring the validity of various positions.

Ultimately, I believe impartiality can best be achieved when (1) there are clear guidelines/frameworks to work within, and (2) there are individuals in the process whose intentions are to be fair and open minded with the ability to listen respectively to information as well as diverse points of view. Within this context, decisions can more easily be made in a rational and impartial way based upon legitimate data. This Commission’s impartiality will also operate within compliance with the United States Constitution, the Voting Rights Act of 1965 and the criteria set forth in the California Constitution.

3. Please describe your appreciation for California’s diverse demographics and geography, as discussed in Regulation 60805. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate this appreciation.

California’s demographic diversity one of its greatest strengths. It’s a state without an ethnic majority, is the nation’s most populous state, and has an economy rivaling the top 10 countries in the world. The geographic diversity of California is almost as varied as the demographics of its populations ‘ each reflecting a uniqueness of the people who live in the state’s varied regions.

California is also rich in its diversity of communities, from world class urban centers to small and mid-size cities, towns and communities ‘ all of which reflect the vibrancy of this state. Understanding and incorporating the demographic and geographic diversity throughout the state will be a crucial aspect to the Commission’s success.

An example of my participation in an activity involving California’s different populations is that of the University of the Pacific’s ‘Stockton Speaks’ project, funded by the California Council for the Humanities. I was responsible for the formation and development of the project, which collected narratives from nine separate ethnic groups in the region (Native American, African American, Chinese, Italian, Japanese, Filipino, Mexican American, Cambodian, and Hmong ) and across three generations (elders, adults and youth) with the goal of opening a dialogue to strengthen the diversity of the community.

In addition, I have traveled throughout the Central Valley building consensus with individuals and organizations with diverse interests by helping develop the San Joaquin Valley Water Coalition. At the Great Valley Center representatives were brought together from the San Joaquin Valley’s eight counties along with diverse groups who traditionally have not worked collaboratively. These groups included water districts, agriculture, environmental interests, business, building industry/development, academic, and recreational/fishing/sportsmen representatives. In establishing the Water Coalition we worked towards the common goal of providing representation to Valley interests regarding water resources.

Another aspect to California’s diversity is its socio-economic population. In my employment with the County and as an independent consultant I have worked with numerous organizations meeting the needs of individuals facing issues such as hunger, homelessness, unemployment, mental health and substance abuse, sexual orientation, immigration, language and cultural barriers, incarceration, and education. I recognize these realities as well as their impact on individuals’ ability to operate both on a daily basis and within the larger context of being on the fringe of participating in democratic processes.

Success for the CRC will require recognition of the individuals and groups of people who historically have not been fully engaged in the electoral process due to social, economic, or geographic barriers. The result of incorporating these historical barriers in redistricting will allow the Commission to reflect more accurately California’s demographic and geographic diversity towards the goal of more fully engaging Californians in the electoral process.

4. Please describe the analytical skills you have that are relevant to serving on the Citizens Redistricting Commission, as discussed in Regulation 60827. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate those skills.

With a Master’s degree in Urban and Regional Planning, I have worked extensively in the process of gathering and comprehending information similar to that which will be involved in the redistricting process. This has included working with the computer modeling program, G.I.S. (Geographic Information System), in the creation and utilization stage of data based maps particularly related to economic, demographic, environmental, and housing issues. My responsibilities as a Program Assistant at the Great Valley Center involved collecting and interpreting indicators for California’s Central Valley including population, income, housing, business vitality, agriculture, and transportation. These analytical skills have included evaluating the validity and significance of multiple data sources from federal (census), state and local agencies, non-partisan organizations, academics institutions, professional agencies, and the general public.

A key to this process has been the ability to determine the relevance of data sources, translating it into a graphical representation (maps, charts, graphs, etc.) and the ability to draw conclusions from data. A part of my professional success has been in my ability to examine information and determine the significance of multiple data sources in creating detailed analysis of materials. This responsibility has included preparing reports and summary recommendations from pertinent ‘ and at times conflicting ‘ material to advise officials such as department heads, managers, and executive officers (including Council members, Board of Supervisors and state regulators) regarding fiscal, programmatic, and procedural matters.

As a Management Analyst III (M.A. III) at the San Joaquin County Human Services Agency, I worked entensively with state and federal regulations and understand the necesssity to work within the legal guidelines of legislation and public policies. As a M.A. III I conducted extensive research and analysis of technical written material such as legislation, policies and regulatory requirements regarding the use, distribution and compliance of California Incentive Funds. Within this capacity I was also responsible for reviewing complex fiscal regulation for compliance of budgets and programmatic aspects of proposals submitted for funding, especially in relation to best practices research to increase the success of supported programs. These activities and programs were vetted through and reviewed by legal counsel and adjusted when necessary.

I have also worked successfully as a member of various civic groups. Examples include serving on the Board of Directors of the University of the Pacific’s Anderson Y Center and as a committee member of the City of Stockton’s Community Development Committee (CDC). As a Stockton CDC member, an advisory body to the City Council, responsibilities have included studying Housing Department data to determine recommended ongoing project funding levels, reviewing U.S. Housing and Urban Development (HUD) applications for community development funds, and meeting with area residents to analyze activities, needs and community support for newly designated areas.

Additional connections between my relevant skill sets and the responsibilities of the Citizen’s Redistricting Commission are those related to specific duties of the Commission. A significant responsibility of the Commission will be to hold public hearings, accept public comments, and incorporate valid information from these meetings into the redistricting process. As discussed earlier, my extensive experience working with the public includes professional positions as well as my civic engagement, such as being a member of Stockton’s Community Development Committee.

My experience working with the public extends to various professional capacities where I have been responsible for developing and operating multi-facetted presentations and trainings in a variety of settings, including public events, city and county governments, conferences, technical assistance workshops, resource fairs, media contacts, and internal agency updates. At the Human Services Agency, I administered grant information and application sessions for over $25 million for the CalWORKs “Youth and Family Enrichment Program” through a formal RFP process, mini-grants and agency initiated programs. As a consultant I facilitated community forums for individuals, agencies, public and non-profit organizations under Proposition 63 and compiled the results to help formulate the county’s Mental Health Services Program. During my professional career and graduate studies, I have thus been responsible for public hearings in presenting information to the general public as well as in soliciting feedback in the advancement of a variety of public, private and non-profit projects.

Another role of the Commission will be the establishment of procedures for the commission’s operation (i.e hiring staff, directing their work, scheduling meetings and hearings, maintaining records, etc.). At the Human Services Agency I developed the structure, systems and policy/procedures for a ‘Contract Management Division’ and was responsible for hiring and training staff to provide oversight, compliance and technical assistance to contractors. This included creating a system for monitoring and assessing programmatic and fiscal compliance and establishing a consistent means to measure success and failure of all contracted agencies. I have also been involved in Human Resource panels for establishing employment lists for government positions.

Lastly, my experience managing the public relations of professional and educational activities through press releases, newsletters, publications/brochures, web-site postings, and the updating of agency and regulatory material will be an advantage in communicating the Commission’s activities. My public relations background will contribute to the transparency in the redistricting process, including utilizing multi-media sources to ensure the availability of information and thereby encouraging public participation throughout the process.

I am confident that my above-mentioned professional, educational and personal experiences will add value to the Citizen’s Redistricting Commission.

In being a part of a fourteen member Commission, the ability to work together with fellow commissioners will be of utmost importance throughout the process but especially in the approval of any new map. Successful redistricting efforts will require a 3-3-3 vote with ‘yes’ votes from each of the five Republican members, five Democratic members, and four non affiliated members. In addition to my experiences working collaboratively with other individuals and organizations listed earlier in this application, my background as a firefighter with the California Department of Forestry and Fire Protection (CDF or CAL FIRE) as well as a lifelong athlete and member of an intercollegiate basketball team provide me with a unique ability to recognize the importance of teamwork. Whether it be the necessity of working together to protect lives and structures or the dedication of working towards a common athletic goal, success can only be achieved collectively. I believe my ability to work effectively in difficult and stressful situations ‘ while building consensus among fellow commissioners ‘ would be an asset to the Citizen’s Redistricting Commission.

Also worth mentioning is my appreciation for, and experience living and traveling in, California’s diverse geographical regions. I was born and raised in the Central Coast of California, completed undergraduate studies in San Diego, and have lived and worked in the Central Valley, which includes professional collaborations in the Bay Area. I have traveled extensively in areas such as the deserts of Anza-Borrego and Joshua Tree, the mountains of the Sierra Nevada and Coastal Ranges, the wooded communities of the North Coast, the viticulture Valleys of Sonoma and Napa, and the Cascade regions of the northeast.

On a personal note, my background as a life-long Californian includes previous generations that reflect the varied experiences of the state’s population. My paternal family history in one of mostly working class Italian immigrants only two generations removed, while my maternal family history consists largely of German farmers stretching back to California’s statehood. My family includes teachers, public servants, public safety officers, and technology professionals. I am a mother of four children and, although this has required occasional breaks in my professional career, it has been the most rewarding ‘ and at times challenging ‘ experience which has only sharpened my abilities to successfully multitask, problem solve, mediate, and coordinate the requirements of varied interest groups.

Finally, I am dedicated to my community through volunteerism in schools and non-profit organizations, as well as fundraisers for art, music, science, and athletic activities. Through the educational and professional opportunities California has offered, I have been able to become an engaged member of this state. Now I feel it is my turn to pay it forward to the State of California and its citizenry through serving as a member of the Citizen’s Redistricting Commission.

Part 4: Letters of Recommendation

An applicant must submit or arrange for the submission of three letters of recommendation from individuals or organizations. A letter of recommendation may be no longer than two pages. A description of the elements of a letter of recommendation is provided at the bureau’s web site. (Note: A public comment submitted about you will not count as a letter of recommendation.)

The identification number is unique to your application and insures that each of your letters of recommendation is correctly attached to your application file before it is reviewed by the Applicant Review Panel. Part 6: PRIVACY NOTIFICATION AND WAIVER

LEGAL AUTHORITY AND REASON FOR COLLECTION OF PERSONAL INFORMATION

The Voters FIRST Act (the Act) and the regulations implementing the Act require that the selection of commissioners on the Citizens Redistricting Commission (commission) be open to public scrutiny and the press (see California Constitution, Article XXI, section 2, subdivision (c); California Goverment Code sections 8252, 11120, 11121, and 11125.1; California Code of Regulations, title 2, sections 60836, 60842, and 60846). The Act also requires that the Bureau of State Audits (bureau) select 60 of the most qualified applicants based upon their voter affiliation, their eligibility to serve pursuant to Article XXI of the California Constitution, the absence of any conflicts of interest, their relevant analytical skills, ability to be impartial, appreciation for California’s diverse demographics and geography, and their racial, ethnic, geographic, gender and economic diversity. To determine each applicant’s identity and qualifications to serve on the commission, and to track the demographic information of the applicant pool, this application seeks personal information about applicants that will be provided to the Applicant Review Panel, bureau staff, the public, including members of the press, the Legislature, and the commission.
