1. Please describe why you are interested in serving on the Citizens Redistricting Commission.

Most of my career has been focused on understanding the needs, aspirations and opinions of diverse groups of people that make up the population of the United States — with a greater focus on the State of California. I am excited about the opportunity to bring that experience and knowledge to help achieve the Redistricting Commission’s objective of creating legislative districts that will improve the proximity of citizens and the legislators who represent them thereby enhancing their ability to communicate and interact in a constructive manner.

My interest on this issue is not new. Before becoming the Director of the U.S. Census Bureau, I started a firm whose goal it was to improve the manner in which political candidates for State-wide office, congressional and state legislative districts, and municipal offices communicated with the electorate. Our firm’s 1968 brochure described our objectives in the following way:

‘It is hardly surprising that democracy was born within a communication system that enabled the statesmen of ancient Athens to assemble the entire body politic on one hillside so that great issues could be presented and decisions be made. In our own century, at a time when democracy faces its most rigorous test, it is at once our greatest challenge and our greatest opportunity to scientifically employ the far-reaching communicative innovations of the electronic age. Once again it is possible to mass the entire body politic, now on ‘electronic hillsides,’ so that great issues might be presented. Once again it is possible to achieve the proximity between statesman and citizen that has been missing for twenty-five hundred years.’

Although the technology to communicate has improved significantly since then, the ‘hillsides’ upon which the citizens are gathered, given our more diverse and dispersed population, have become more complex. Today, in part based on the current redistricting process, the proximity between citizen and elected officials seems more distant. As a Californian I want to extend my previous efforts and ensure that the districts are drawn to improve the opportunity for dialogue between the elected officials and their constituencies.

2. Please describe your ability to be impartial, as discussed in Regulation 60800. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate this ability.

In 1973, I left the business I had founded and was appointed by both Presidents Nixon and Ford to be the Director of the U.S. Census Bureau where I worked on the planning for the 1980 Census. In 1976 I went to work at the Xerox Corporation, but was asked to return to public service by President Carter and from 1979 through 1981 directed the conduct of the 1980 Census. I am the only person to have been appointed to that sensitive position by Presidents from different political parties, which, I believe, speaks to my ability to be impartial and my reputation as being fair.

The manner in which I addressed the controversial issue of the undercounting of minority populations stands as a demonstration of my ability to design an impartial solution and procedures to a politically sensitive issue. The basis of the approach is dialectic which stresses making sure all sides of an issue are fairly considered in the development of a solution. My experience in this approach came from working Russell Ackoff and students of C. West Churchman. The procedures we established using this approach withstood multiple challenges in the Congress of the United States and the Federal Court System.

Minority groups, based on the Census Bureau’s own evaluation, had reason to believe they were routinely undercounted in the census and thus under represented in both legislative issues and the government’s allocation of resources. These groups wanted the Census Bureau to use statistical methods to adjust the results of the 1980 census to make up for what they assumed would be undercounting of their numbers. Anticipating the challenges, I led the design of a process that greatly reduced the expected under enumeration. However by reducing the undercount, particularly of those residents in an undocumented status, the task of statistically adjusting the count became far more difficult. Even though the adjustment question was a contentious issue, with strongly held emotional and technical issues on both sides, the courts eventually upheld our transparent process-based determination not to adjust the count. The demonstrated value of the process and procedures we developed was expressed by Judge John E. Sprizzo when he ruled that ‘it was not feasible to develop and implement an adjustment methodology which would be more accurate than the census itself, a determination supported and confirmed by the evidence at trial.’ Judge Sprizzo also commented on the impartiality of the manner in which we implemented our process and procedures:

‘The court rejects plaintiffs’ argument that the Court should not defer to the Bureau’s determination because the Bureau’s decision not to adjust allegedly ‘rested on non-technical, political grounds.’ That claim is simply not supported by the evidence. The Court finds as a matter of fact that while non-technical consideration played a minor role in the Bureau’s decision not to adjust, the Bureau’s decision was primarily based on its determination that it was not feasible to develop and implement an adjustment methodology which would be more accurate than the census itself, a determination supported and confirmed by the evidence at trial.

3. Please describe your appreciation for California’s diverse demographics and geography, as discussed in Regulation 60805. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate this appreciation.

During my tenure at the Census Bureau, I instituted an outreach program that included advisory committees for African Americans, Hispanics, Asian Americans, and Pacific Island People. These groups played a critical role in the Census communication program to previously under-enumerated minority groups. I was also deeply involved in developing the computerized geographic base system for collecting and displaying Census information. That system served as the foundation from which new computer systems now graphically display the geographic locations of our diverse population.

Following the 1980 Census the Advisory Committee on the Count of the Spanish Origin Population presented me a plaque with the following salutation:

“To our Valued Distinguished Colleague, Director of the Census Bureau, Mr. Vincent Barabba, for his valued contribution in the study of the Hispanic Population of the United States.”

It was signed by many distinguished committee members including Californians Herman Sillas, Esq. and Vilma Martinez. Other forms of thanks were provided by the other committees representing African Americans, Asian Americans, and Pacific Island People. It was the first time that the Census Bureau established such a diversified range of advisory committees. As the results of the 1980 Census show, the policies and procedures we put in place, many suggested by the advisory committees, led to significant improvements in reducing the undercount of all citizens.

More recently, while with General Motors I conducted several statewide analyses of buying behavior of the California’s diverse population.

All of this has complemented my long standing effort to understand and communicate to California’s diverse population which started when I formed my first company and provided information for state-wide, Congressional, State Legislative and municipal political campaigns. During that period I developed computer aided techniques that integrated Census, geographic and voting behavior characteristics that assisted campaign managers in determining strategies for political campaigns. I was also involved in the design and implementation of sample surveys to determine citizen attitudes and potential voting behavior. This activity provided me the opportunity to travel extensively throughout the state and to meet many diverse individuals and groups which led to a better understanding of the diversity these groups represented.

During the last two years of my enlistment in the United States Air Force (1954 to 1958) I was assigned to the Ground Observer Corps of the Western Air Defense Command headquartered in Sacramento. I served in the public information office and travelled extensively visiting communities to encourage their volunteer participation throughout the San Joaquin Valley and Northern California

Additionally, I have lived in Los Angeles, Sylmar in the San Fernando Valley, Pleasanton (Parks Air Force Base), San Raphael (Hamilton Air Force Base), Sacramento, and Santa Cruz County. I attended Edison Junior High, San Fernando High School, California State University at Northridge and UCLA — all institutions with very diverse student populations.

4. Please describe the analytical skills you have that are relevant to serving on the Citizens Redistricting Commission, as discussed in Regulation 60827. You may include with this description any occupational, academic, volunteer, or other life experiences you have had that demonstrate those skills.

My ability to identify relevant facts and opinions is found in my answer to essay question 2 regarding the decision on Census Adjustment. My work with the Justice Department attorneys demonstrates the ability to work closely on legal issues that surfaced within the Federal Court System and eventually the Supreme Court of the United States. These, and other experiences have provided me with an understanding of how to work within a group to develop and defend actions that are legally defensible

Relative to the ability to assess the credibility of information provided by staff and consultants, I was the beneficiary of an important learning experience when went from my small company, where I knew how to perform every service and analytical process our company offered, to being the Director of the very large and complex Census Bureau. At the Census Bureau there were outstanding personnel with deeper knowledge and experience than I possessed in nearly every form of statistical and analytical techniques. I soon learned that it was not critical to know how to personally solve every problem but, instead, to know how and when to question why a particular approach was chosen and determine the applicability of the approach to the problem being addressed. It was also important to establish policies, procedures and internal controls to ensure those who were implementing actions did so with the needs and desires of citizens always clearly stated and understood.

Throughout my career, I participated in the development and application of the Strategic Assumption Surfacing and Testing methodology ‘ a problem-formulating process that has been used in many critical decisions in both the public and private sectors. I also have considerable experience in the use of applied decision analysis developed by Ronald Howard of Stanford University. This approach requires the identification of viable alternatives to be evaluated and the determination of those parts of the alternative that should be considered in the final solution. I have also been mentored by Russell Ackoff in the design and implementation of Systemic Thinking and Idealized Design.

Having been both a provider and user of information for decision making has provided me with considerable insight into the design of meaningful and relevant questions. I have also developed processes to translate the results of data collected into useful information for decision making.

As an indication of my performance and analytical skills I have received the following awards:

I retired in 2003, after 17 years at General Motors, as the General Manager of Corporate Strategy and Knowledge Development.

I twice served as Director of the U.S. Bureau of the Census. I have been appointed to government positions by five Presidents: Richard Nixon, Gerald Ford and James Earl Carter to be Census Bureau Director; and Ronald Reagan and George Herbert Walker Bush to be the U.S. Representative to the Population Commission of the United Nations.

Part 4: Letters of Recommendation

An applicant must submit or arrange for the submission of three letters of recommendation from individuals or organizations. A letter of recommendation may be no longer than two pages. A description of the elements of a letter of recommendation is provided at the bureau’s web site. (Note: A public comment submitted about you will not count as a letter of recommendation.)

An applicant shall submit the required letters of recommendation to the bureau on or before April 19. Applicants shall submit the letters of recommendation to the bureau via e-mail to votersfirstact@auditor.ca.gov, or by facsimile, United States mail, or other common carrier. Letters of recommendation received by the bureau after April 19 will not be considered, and the applicant will not continue on in the application process.

On all of your letters of recommendation, you must include your application ID, which is 3353. The identification number is unique to your application and insures that each of your letters of recommendation is correctly attached to your application file before it is reviewed by the Applicant Review Panel. LEGAL AUTHORITY AND REASON FOR COLLECTION OF PERSONAL INFORMATION

The Voters FIRST Act (the Act) and the regulations implementing the Act require that the selection of commissioners on the Citizens Redistricting Commission (commission) be open to public scrutiny and the press (see California Constitution, Article XXI, section 2, subdivision (c); California Goverment Code sections 8252, 11120, 11121, and 11125.1; California Code of Regulations, title 2, sections 60836, 60842, and 60846). The Act also requires that the Bureau of State Audits (bureau) select 60 of the most qualified applicants based upon their voter affiliation, their eligibility to serve pursuant to Article XXI of the California Constitution, the absence of any conflicts of interest, their relevant analytical skills, ability to be impartial, appreciation for California’s diverse demographics and geography, and their racial, ethnic, geographic, gender and economic diversity. To determine each applicant’s identity and qualifications to serve on the commission, and to track the demographic information of the applicant pool, this application seeks personal information about applicants that will be provided to the Applicant Review Panel, bureau staff, the public, including members of the press, the Legislature, and the commission.

CONSEQUENCE OF NOT PROVIDING ALL REQUESTED INFORMATION

Failure to provide all of the requested information will result in your disqualification and the removal of your name from the applicant pool. Thus, if you wish to serve on the commission, for each item of information requested, it is mandatory that you submit a response.
